Recommendations of U.S. 54 Value Engineering Study

Listed in the Conversation for Moving Missouri Forward document produced by MoDOT, the Route 54 corridor is one of 46 critical transportation needs identified by MoDOT and its planning partners.

Funding

Construction of any improvements along Route 54 between Mexico and Louisiana are not funded.  However, US Senator Christopher S. "Kit" Bond secured $735,000 for the U.S. 54 Corridor Expansion in Audrain and Pike Counties in 2008 to help move forward a 48-mile, four-lane expressway along Missouri Route J and U.S. 54.  An estimate from 13 years ago when the Environmental Impact Statement was completed presented options ranging from a cost of $256 million to $281 million.

Value Engineering

Value engineering is a process to review and analyze a project with the intent of improving the value while addressing the project's purpose and need.  A value engineering team will introduce recommendations to MoDOT that may or may not be implemented in the planning for the improvement of the corridor.  This is just an initial engineering step to help focus subsequent planning and design of this improvement.

Planning and Public Involvement

MoDOT has met with key stakeholders from communities along the Route 54 Corridor from Mexico to Louisiana to inform them of the value engineering study and invited them to share comments and concerns with the study team prior to the actual study.  After the study is completed and recommendations have been introduced to MoDOT's Northeast District management, another meeting will be held with key stakeholders informing them of the results.

As MoDOT works toward the planning and design of expanding the Route 54 Corridor, there will be public meetings and many opportunities for public comment and discussion.

Even though the project is not funded, and we are in the very early stages of planning, MoDOT invites the public to offer constructive comments on expanding the Route 54 Corridor online.
